I'm the champ of typos, but can't figure out how "score" is being used here, Larry.
Not an attorney, but with average knowledge of this topic, usually only the board of directors can grant variances of the CC&Rs or other governing documents.

Actually the "of score" should not be there

It is usually written in the ACC or the CC&R's about how to handle ACC issues. Ultimately, it's up to the board that can overturn or grant ACC variances.
