Can an HOA board approve the minutes of the last board meeting, prior to the Annual meeting, at the Annual Meeting?

The board can generally approve minutes at any board meeting it wants.

Well accept that the meeting the notes was taken... It's usually the next meeting the notes are approved and made official.

Since the annual meeting is a meeting of the members (owners) and not a board meeting, the board probably shouldn't approve anything. What's to keep the Board from having a board meeting prior to the annual meeting and approving minutes at it?

Or why not just wait until the next regular board meeting?
