Who is responsible to cut down dead trees that are located on "the right of way"? The HOA or the county?

Depends on who owns the area the tree sits. If it's HOA common area, then the HOA. The county may pick up the tree debris if not removed by a professional. That is how our city does it. We the HOA cut down the tree and the county picked it up side of the road. However, if we paid a professional to do the work, then we had to pay the professional to also remove the debris.

Need to establish who owns the property the tree sits on...

In my county in gated communities the HOA owns the roads and right of way and is responsible for maintaining them. In non-gated communities, the county typically owns and maintains. You could probably tell by looking at the map on your property appraiser web site assuming your county is one of the ones that has that info on-line.

That depends. Look at a plat and figure out who owns the land where the trees are planted. It could also be possible that individual homeowners may be responsible if the tree is on their lot. Your governing documents may also have something to say about it. In my county, cutting down even a dead tree often requires the county to sign off on it. "Dead Tree" is one of the checkboxes for justifying why you want to cut it down. If there's an emergency then the reqiurements might be relaxed a bit.
