Does the builder lots votes stay with the Developer or do they go into the class with the homeowner?

Hard to say but typically when a turnover takes place the developer loses their majority voting (say 50 votes per lot) but as a lot owner, they would have one vote per lot they own as does any owner

This will depend on the wording of your governing documents.

Typically, the builder would cast votes for the lots they own (the Association might be ran by the homeowners but the Association likely doesn't own the lots).

As I understand it, most documents are written to give the builder/developer/declarant controlling votes even if they only own one lot.
