The guidelines clearly say no parking of RVs unless in an enclosed garage.

The homeowner wants to park the RV in the backyard, where it would visible to neighboring homes.

The guidelines say variances may be authorized when circumstances such as topography, hardship, environmental conditions or natural obstructions require it. In this situation, none of these circumstances apply.

In your opinion, should a variance be granted?

If the governing documents specify that variances can be granted, then yes, they can be granted.
However, I would recommend not granting any variance except for reasonable accommodation requests due to medical conditions. Otherwise, if you give a variance to one, you should give a variance to all.
