What is HOA's responsibility towards invasive plants
such as brazilian peppers if they are dominant in HOA controlled common areas.

What do you mean? It's common property owned by the HOA. If the HOA doesn't want the invasive plants, then they need to find a solution. It's not necessarily a "responsibility" as much as doing what needs to be done to correct an issue.

I am not familiar with that plant. Here in Alabama we have the Kudzu plant that is very invasive. It was planted intentionally but now has taken over. My yard I have an invasive wild violets. Very pretty during spring. After that, they kill nearly everything. Not much can do. Consult an expert on the best removal.

Classified as a "noxious weed" by the state of Florida. You probably don't need a permit to get rid of them but you aren't required to do so. According to that article there are some types of permits that do require removal, but details are scarce on that score.

The HOA has the responsibility to maintain the common areas. Weeding is maintenance.
