Can the president and treasure of the board purchase computers for their exclusive use for board matters with board funds?

It's likely allowed because it's not expressly forbidden in writing by HOA rules. However, I'd consider it a poor investment of HOA funds, at least, for my organization. Technically, those computers are for the exclusive use of the President & Treasurer and, when those offices change, those computers return to the HOA board or property manager.

I doubt the President purchased such items without prior approval from the Board.
Hence, it was a Board purchase not an individuals.

I would ask what policies are in place concerning use of the Association computers.

Are you managed by someone or do you all manage yourselves? If you self-managed, then can understand the need for a computer for the HOA to use. Hopefully, they will understand it's may not be a tax deduction on their personal taxes. It could be for the HOA.

Agreed. It would have been best to have those purchases approved by a majority of disinterested directors. The bylaws might not require that, but that would be best practice.

It's probably OK but as others have said, check to make sure the purchases were done properly. I also agree with Tim, see if there are policies that must be followed, such as when they leave the board they are required to turn over the computers to their replacements. Or relinquish them in general to "the board" so they're not seen to be personal perks.
