Each patio in our building has a drain. Who is responsible for unclogging the drain, the owner or the HOA? CC&Rs say Members shall, at their sole expense, have the duty to maintain and service the floors and interior walls of their Balconies and Patios.
a. Clean and Sanitary. Members shall keep their Balconies and Patios in a
clean and sanitary condition.

It seems pretty clear. What is leading to the doubt?
Is this a common drainage system? Or does each unit have its own outlet for the drainage?
If all the drains feed into a common drainage system that can get clogged, then there would be some doubt, although I'm thinking that the owner would be responsible for the pipe connecting their drain to the common drainage system. And if the fault lay with the common drainage system, multiple units would be experiencing the problem.

The piping serving an individual patio is that owner's expense.

however

In all probability several patio drains will empty into a 'common pipe'.

A stoppage in said pipe would be the association's expense as the pipe serves multiple units.

bottom line:

if ONE drain is stopped that owner is responsible

if MULTIPLE drains are SIMULTANEOUSLY stopped it would fall on the association

Common sense dictates that if you can clean your own patio drain, you should do so. Clogs down the line may be a different matter but basic clear out isn't dangerous and you're only delaying your own satisfaction if you can clear the drain yourself.

If you can't, by all means call the HOA say you physically cannot.
