IS their a state law for CT about all windows on second floor needing to have screens???

Reason: It was brought to my attention that a unit does not have a screen in one of the larger windows. and they have two 4 year olds in that room..I dont even want to think about what could happen.. Not safe..

I understand the concern.
However, you're not the parent of those children.
You may not be aware of any other safety measures the family may or may not have in place.

If the governing documents do not require screens on all windows (or it's optional), then this isn't an Association issue. It's a parenting issue.

Per the 2012 IRC Egress Codes:

Bars, grilles, covers, screens or similar devices are permitted to be placed over emergency escape and rescue openings, bulkhead enclosures, or window wells that serve such openings, provided the mini mum net clear opening size complies with Sections R310.1.1 to R310.1.3, and such devices shall be releasable or removable from the inside without the use of a key, tool, special knowledge or force greater than that which is required for normal operation of the escape and rescue opening.

Your County or City may have additional codes.

Truly, worry about yourself and yours. I grew up in CT, not that it matters, with a couple of siblings in a large 2nd floor apartment. We had no screens on any of our windows. We all survived. With all due respect, find something else to fret about.

Not fretting.. this is a large window. And if a kid falls out guaranteed its gonna fall on the association too. Reason why Im concerned I am the president of the board. IT will fall on my stress..

Who says it will fall onto the HOA? Kid falls out a window doesn't equal HOA responsibility. Just another ASSUMPTION of responsibility that doesn't exist? Seriously, a kid falls out the window is most likely the homeowner's insurance policy not the HOA's. Unless the HOA is responsible for putting up screens on windows?
