I can vouch for this. My community only has curbs in one small block near the main entrance. All other pavement just abuts the grass at ground level. We have hundreds of sprinkler heads within a foot or two of the pavement and it's a rather big expense for us when people regularly, as in once or twice a week, park vehicles on the grass at the side of the road.
We have new rules and regulations this year for fining those who do so (or their contractors, or visitors, or guests) but for at least the last 5 years no matter how much we encourage residents to proactively remind people to NOT park on the grass, no one wants to be a snitch. This costs us many hundreds of dollars a year in sprinkler head repairs. It's not enough to get people to take pictures, however. Our PM drives through once a week or so looking for violations and it goes without saying that the days and times he drives through are the days and times when no one is on the grass. It's a losing battle.
