Hello, our current process for the Board to change a policy consists of their revising the policy, voting to approve the new policy, but not sharing any of this proactively with the community while doing so. Once they have approved the new changed policy they delay enacting it for 30 days to meet (technically) the need to allow residents to comment on the new policy (which is not proactively provided to the community). If during that 30 day period any valid commentary comes forth that warrants changing the new policy again, they would theoretically be willing to revisit it.
We residents feel it would be more respectful to the community to propose the new policy change, proactively communicate the changes to the community, allow a 30-day comment period, and THEN have the Board vote on the change. It's seems obvious to me that the current process attempts to limit visibility to and comments from the community, because they don't want to be bothered dealing with the comments. But other than that, does anyone have any input on this situation?
A resident is going to ask the HOA to change their process, and I'm not sure how that will go. Is the current process common in other HOAs? Do most HOAs have a comment period before the vote on the new policy?
