Do ballots have to be counted in the room with present owners or are they allowed to count in a separate room with no oversight?

In an FS 720 HOA it's anything goes as long as it complies with the association's bylaws and/or written election guidelines and procedures. In an FS 718 Condo association, the ballots must be counted in full view of the members at the meeting.
