We had a previous secretary on the board, who did not get along with the President at that time. She refused to sign letters, missed minutes on the reports, and is the HOA troublemaker talking about her neighbors to anyone who will listen. We have elections coming up and she wants to run again on the board. Has anyone rejected nominations because they were not a good fit for the board?

Elections usually involve the person being elected as a board member by the membership. Once elected to the board, the positions of the board are decided on by the board. So if you do it that way, then IF elected the board will decide if they get Secretary again or not.

I think anyone wanting this previous secretary to follow the rules needs to also follow the rules. This means you read what the governing documents say about eligibility for office. If this previous secretary meets the eligibility requirements, as stated in the governing documents, then no, you cannot reject her nomination. You are free to campaign, in an honest fashion, against her. You are free to tell people not to vote for her. You cannot use HOA resources to do so, unless you give her equal time to respond to the charges.

The OP started two identical threads, the other has more posts so I suggest making any further replies there.
