Can a parking patrol be considered a capitol improvement ? Some board members Trying to fund a parking patrol that was not budgeted for. Management Compnay states we can run in a negative to avoided a special assessment. From previous responses from this forum, it is not wise and maybe not legal. If considered a capitol improvement, a vote of the members would be needed. That may be one way to avoid a parking patrol. IMO we don't need one for the expense vs one homeowner abusing parking. We are a small single family home with no parking places or buildings.

Can you run in the negative, yes. As long as there is sufficient funds in the operating account.

A parking patrol would be an operating budget expense just like a parking control would be. Capital improvements are physical things like a new building or a new (not a replacement) entry kiosk & gate system.

No it's not even close to being a "capital improvement". Capital improvement is something you can touch. Such as a roof replacement or road improvements etc...

What is the purpose of the parking patrol? It's NOT a money maker for the HOA. It's just a way for enforcement. Which exactly how is that going to happen? Is it going to be by fine? Is it by towing? How exactly is the parking patrol going to do their job? Is it already in the rules about parking enforcement?
