Richard, read your Bylaws and other documents which describe the processes used to elect members of the Board. Generally, some, if not all, members of the Board are elected annually. Your first step will be to understand that process, who is eligible, and determine what you and others wish to do about electing different members of the Board.

You original message speaks to your belief members of your Board are not addressing issues. Can you provide more information? In many associations/states across the country, action being taken against owners not in compliance with Association documents is not made public. They could be taking action which you may not be aware of.

What kind of businesses? A home business is different than a business like a Doctor's office. HOA's do not like those type of businesses that "Put a shingle up" like a Doctor/beauty shop etc... However, a home based business like "Tupperware" or "Stock sales" that doesn't attract traffic are okay.

So need to define business. Plus also have to know what kind of punishment system in place to punish those who have violated this rule. Does your HOA fine? How would it enforce them to stop having the business?

You get a new board by electing one at the normal annual elections (the relatively easy way) or performing a recall election according to the governing docs and state law (the relatively harder way).

Find a group of homeowners who are like-minded, get them to run for the board, and elect them. Or recall some or all of the sitting directors and replace them.
