Petition legal format

Our HOA has a high percentage of absentee owners who are unavailable to sign a common type of petition, one that has the petition and a number of signature lines per sheet. I am wondering if it is possible to have a petition which has the petition verbage and just one signature per sheet? We could then email the owner a pdf file with the required information pre printed and just have them sign and return the sheet. Our petition would then be presented as a number of single signature sheets with all the required information. Would this be a legally valid petition?

I'd suggest going a step further than what you're thinking and look into the validity of electronic signatures. You'd likely get an even greater response to your petition if people could sign electronically and not have to print out your form, sign it, and then mail it back.

Nowadays you can buy a house, apply for loans, and do many more things with only electronic signatures . . . I don't see why a simple petition would be any different . . . but likely varies state by state.
