Portable basketball hoops in backyards of HOA members

Is it common and/or should portable basketball hoops be allowed in the backyards of HOA members? The average lot size of our HOA members is very small, about .13 of an acre, so homes/neighbors are living very close together (ten feet of distance between each home). Some HOA members have large cement patios or wood decks in their backyard, that they put a portable basketball hoop on - during basketball games, there is a lot of loud yelling that is disturbing some people. Should our HOA ban/not allow these portable basketball hoops in our HOA - or should the HOA place some type of restrictions on the use of these portable basketball hoops?

There is a stark difference between the way homes are built back east versus the way they are built here in the west. Homes in the east have backyards where kids can play, have basketball hoops etc. Homes in the west have tiny backyards and zero to little frontage making the enjoyment of child's play tricky.

I would normally stay away from regulating what an owner puts in their backyard like basketball hoops and trampolines. It takes one to ruin it for everyone, so I would take it on a case by case basis. If basketball play begins to interfere with another homeowner like balls constantly going over the fence breaking things or balls hitting someone else's house, then I would take action.
