The Board of Directors in our Homeowners Association are not doing anything! What are the proper steps to take action against them as a homeowner?

First and foremost READ your Documents! It's ALL in there! You have a copy of your CC&R's then you should be able to know the process.

I second SteveM9's comment. If you are dissatisfied with the quality of work done by the *volunteer* board members, you need to step up and serve.

a main reason 'many' people bought into a HOA / Condo is so they would NOT have to work on anything

"All maintenance included" ring a bell ?

"Maintenance-Free Living" is how realtors around here advertise properties in this subdivision. That may have been true between 1990 and 1994, but right after turnover when the true costs of keeping the place in tip-top shape became clear, the board and the homeowners couldn't move fast enough to gut the CC&Rs provisions that ensured "maintenance-free living". No one ever told the local real estate pros, unfortunately.
