Unit owner liability to move a/c unit for Association repair?

Our association is planning to make foundation repairs to a unit. This requires digging up the ground outside the unit. The association will cover the cost of this repair. But in order to complete this work, the unit owner's exterior air conditioning unit needs to be moved. In our by-laws, the maintenance of a/c units is a requirement of the unit owner. Who should be liable for the cost to move the exterior a/c unit in order to complete the work - homeowner or association?

The issue isn't whether the contractor will do the work, it's where the financial responsibility lies. Should the association incur the cost of moving the unit or should the home owner?

I should add that there's concern about the durability of some of these units. A unit could be 20+ years old. What happens if it's disassembled and moved and then not in working order when reassembled?
