I live in a development on a lake with a HOA. The lake does not belong to the development. I, essentially, rent the area my boat house sits on from the lake authority. The boat house is outside of the physical description of the development, hence, HOA. Can the HOA dictate what I can and cannot do with my boathouse???

Ted, the HOA can not dictate what you can and cannot do outside their jurisdiction. They may try but it appears that you have researched this and know they do not have any authority with regards to your boathouse. Meanwhile keep in mind that they do have authority where you live so try to get along
