Has anyone out there had success in identifying and reporting speeders in your neighborhood? We are not asking about speed control devices such as bumps. lights, etc. We want to identify the speeders on a digital camera, obtain their license number, and report them to the police. There do not seem to be any apps in the App Store that are reliable. We already identified the "SpeedClock - Video Radar" app out there; and there were some pretty negative reviews. We have a heavily forested community with hills and a winding central road with several blind or nearly blind turns that have generated close calls over our fifty years as an HOA.

If your roads are private, I doubt the police will do anything (even if you have that info).

If your roads are public, I doubt the police will do anything because they didn't witness the act and have no way of verifying how fast you say they were going.

Have you talked to your local police department about the issue?

The police in our area MIGHT send a letter to the alleged person but no tickets will be issued as it is not recorded or witnessed by the correct person (cop or approved speed camera)

My former community which was Private had a license plate capture camera at it's ungated entrance and exit. It worked great and caught several bad guys over the years. If my memory is correct it was much more expensive than a normal camera but I don't want to give you a guess on what they cost today.

If you have a specific area where it seems to always happen I would suggest setting up a system that would be similar to what City's use to catch Red Light violations and it catches the plate with one camera and another that points towards a speed detector. Of course this is not going to be cheap but if the problem is bad enough or it can be sold as it may save a life maybe people will get behind it.

Like any decision that board makes equal numbers will love and hate the idea so be prepared.

Interesting question and scenario ...

Given the technical ability to prove the speed and then by tracing the car or plates or the photo of the driver, can a community bring civil suit against a speeder?

What does your state laws say about red light cameras to catch red light runners and speeders? If your state laws allow them, I am quite certain HOA's can contract with the same agencies that install them for local municipalities contract with for the same service.

I cannot remember all the details but a HOA had their private security force stopping speeders and issuing tickets. An owner got stopped was issued a ticket. The owner, who was a county sheriff, then arrested the security officer for impersonating a police officer.

Not sure of the outcome. Seems it was in GA.

Think it's easier to put in speed controls than enforce. Although putting in speed bumps really hinders emergency responders. Don't know how a picture would indicate speeding. Can't tell how fast someone is going in a picture. Unless somehow it triggers based on speed. Plus the HOA probably couldn't enforce "tickets". It would have to be along the lines of fines. Which then would have to have a fine schedule attached.

A few years ago I was driving out of my neighborhood. A guy was walking with his family on the edge of the street. I've barely driven 200 yards. He pounds on my hood and yells at me to slow down! (Speed limit is 25). I am like "Your family is nearly in the middle of the road and it wasn't even possible for me to be speeding!". My car isn't even that loud. I would say if you can pound on a car hood one isn't speeding.

So one can't tell if someone is speeding if your standing still. Plus I would say it's more of the police job to enforce. They also have to see the crime to enforce it. Your HOA also should have it posted.
