Recorded transcript? Do you mean a transcript of a recording? Any owner has the right to record a board or membership meeting in Florida. If the recording is made on behalf of the board then it is considered an official record UNTIL WRITTEN MINUTES OF THE MEETING ARE APPROVED. After that, the recording may be discarded. Or, at the board's discretion, the actual recording may be retained along with the written minutes in which case both the minutes and the recording are considered official records. This is from Chapter 61B-23.002 "Operation of the Association" of the Florida Administrative Code.
