Can a board outsource a standing committee to a management services company?

Typically Committees serve at the pleasure of the BOD so yes their responsibility could be outsourced to the MC.

Not sure what is meant by "outsource." Say there's a committee to design and recommend landscaping: a Landscape Committee (LC). The LC would give it's advice and recommendations to the Board.

Let's say the LC isn't doing its job, maybe recommending expenditures beyond the budget, or landscaping that board members feel doesn't fit their HOA's scheme. In that case, the board votes, as John suggests, to disband the committee and to place recs about landscaping in the hands of management.

The manager, though, may have a choice about whether to accept the responsibility depending on what's in the contract with the HOA.

If the committee is required by the C & R's such as an Architectural Review Committee, I don't see how it could be "out sourced" to a management company.

Agree with CarolF. Also,other "standing committees" may be required, but if there are no suitable volunteers or the Board doesn't like the job the committee is doing, the board itself or a segment of it, becomes the committee. Form what I've seen on this forum, the most common committee function that Board have to fill is Architectrual committee, which often is required by the CC&Rs.
