Our board is all new members and the previous board is a bit hostile towards us. We have issues with a home that has an airstream in the driveway with someone living in it. No Trailers/Rvs allowed. He also seems to be renting out rooms in his house to non related people. I ran into some of them at the community pool yesterday. Not exactly family friendly types. So my question is, how do we get rid of this element? A letter doesn't seem like it will do much.

You don't get rid of the element.

As a Board, you follow the Association procedures on enforcing the covenants (if and when covenants are being violated).

If you do not have an enforcement procedure, you need to develop one of these first.
Publish it to the membership and then utilize it for enforcement.

Our procedure is similar to many:

Informal notice (verbal or written)
Formal notice (written - x days to correct)
Hearing before the enforcement body
Legal action

Ditto what Timb4 wrote.

It's true a letter does not do much. But such letters are a part of the legal process the courts expect. Steadily escalating the pressure and threat of legal action is the correct path. If you do not have a schedule of fines in place, then prioritize enacting such a schedule.

Keep in mind that you hold the member (owner) responsible for the actions of their tenants/guests
