I am needing to know if my ho a is legal to be telling me that I must have white window coverings or blinds only in my windows?

Yes. It is in our CC&R's. It requires all window shades facing the street to be white. The HOA is responsible for the outside appearance of the home for consistency of view. Hence why they don't paint your home but can tell you what color you can paint it.

I live in a condominium that I do own on a bottom floor that does not face a street. Can they tell me to have white curtains inside my condo.?

As others have said, depending on your governing documents, it is possible. You will need to read your documents to be sure.

Many companies recognize the quarks of Associations and make blinds and shades with one color on the outside and one color on the inside. You may want to look into this as an option if White messes with your decorating taste.

Many docs say white window dressing as seen from the street. This does not prohibit you from having garish curtains such as ones with a white liner so only white is seen from the street.

The HOA can only require what is in the Covenants, Conditions, and Restrictions (CC&Rs). The CC&Rs can require anything that does not violate the law. It is essentially a contract that you agree to when you buy your property. There may be rules that are typical but the answer to your question can only be found in your CC&Rs.
