The Hoa will use text messages here and there to communicate. Is this ok to share with the community?

What kind of communications? De facto board meetings? No. Notification of annual meeting? Probably not by itself. Notification of the bake sale? OK.

If TN requires meetings to be open, most decisions and discussions should happen at the meeting.
An email or text requesting an action without a meeting (AWM) should be used sparingly and only when the issue couldn't wait for the next scheduled board meeting.

An email or text checking on the progress of what was discussed and approved at the meeting would be expected.

Emails/texts asking items be placed on the agenda or sending reports for the next meeting is typical. Discussion of those items should wait for the actual meeting.

If you are discussing emails or texts from the board to the community, there is nothing wrong with that providing you send letters to those who didn't provide an email or phone number.

In my opinion, the goal of an HOA/COA Board should be as transparent to the membership as possible without causing undue delay in getting the work done.
