We want to create a committee that will make recommendations on such topics as
how to have a more secure home
how the HOA can provide a safe community
neighborhood blockwatch information
how to react to vandilism/grafitti

It was orginally thought to name it the "Security Committee" but we don't want anyone to think we are provided physical security. Do you have such a committee or have a suggestion for a name?

Two others come to mind: neighborhood watch committee and safety committee.

We did have a committee years ago, called PYN - Protect Your Neighbor. I will mention though that it is best to have such a committee outside or off the board because if something goes wrong, like if a person could have been warned or if there had been a previous safety or security threat and it wasn't handled properly or at all, yet the board was aware of it, the assn. and/or board could be liable. Our group wasn't sanctioned by the board--we just did it to help each other--like picking up newspapers, door flyers, etc. so it looked like people were home and watching for unusual activity. Right now, our new board is trying to enact a security committee--for instance, they expect everyone to send their email address to the person on the board who is in charge of security so that one blanket email can be sent to the whole community (500) homes in case of a security or safety problem -- not everyone has a computer or email! We found that the best way to notify everyone was a phone tree. We also have a patrolman for a few minutes every day, which has really deterred a lot of crime IMHO, but he can't be everywhere at once, and people figure out when he isn't going to be around (like at dark because he rides a motorcycle). Make it first and foremost to have people call the police, and then notify the security person in your assn. We have found that we hear about an incident a month or more later in a newsletter, so it's not immediate report or remedy. Our board considered a surveillance camera because of vandalism at our clubhouse, tennis courts and playground, but some members felt it would be like "big brother" watching them and wouldn't approve of it. Why have a committee to figure this out? Why not contact your local law enforcement and ask for their 'community service officer'. Almost every department has some incarnation of this, and most are happy to come out and speak on topics just as you mentioned. It makes their job easier, it makes them look good, and everyone benefits.

It also creates a good relationship in case you need the police to address one of those issues mentioned(if something bad happens). In lieu of a community meeting, perhaps you could get a 'liason(s)' to meet with them, or to attend a local seminar about safety, etc. Then they can report back to your community in a newsletter article, website, or homeowners meeting.

The committee will have contact with our local police. The reason for the committee is just what you have in the last sentance, all the ways to contact and spread the word.

Lisa, excellent suggestion! In Lone Tree, Colorado a police department was born on 1/1/05. At the swearing in ceremony I met Officer Ted Bathour, community relations Officer. I invited him to speak at the January, 2005 HOAs' annual meetings. The members of each HOA were very receptive and the Neighborhood Watch Committee was begun by Officer Ted. Volunteers came forth from each HOA to serve their Neighborhood Watch Captains. They coordinate in their subdivision and meet monthly with Officer Ted. An e-mail directory has been developed to communicate throughout the town of less than 10,000.
