Thanks for all the input. However we have 7 member board and every year there is a new election for officers. No one said they did not want to serve. This is a community of seniors and can not afford to have the dues go higher.Its just this one board who even talked about it.

Make sure you understand the difference between officers and directors. You have 7 directors, and most likely fewer officers. Depending on your governing docs, officers may or may not need to be directors.

Generally the owners (members) vote for directors, then the directors elect the officers.

I think it is pretty unreasonable to think that dues will never go up. I understand that no one likes to pay more but the reality is that they stuff cost more and an increase every few years should be expected.

The alternative is that you don't raise rates but then you assign a special assessment and everyone is really upset.

One of the better run HOAs around my area actually raises rates just about every year. While it isn't much each year (5-10 dollars per month), it helps to avoid the sticker shock of a larger increase and keeps the residents at bay.
