Does anyone have a link that shows where HOA business specifically Alterations and Additions approvals must be done in an open meeting?

I don't have a link for your CC&R's or Articles of Incorporation that would tell you this information...

There aren't currently any regular posters from IL here. I say this because state law may tell you if such meetings must be open to Owners IF you own docs do not. State law may also supersede your own docs.

Are you a Condo Association or Common Interest Ownership (essentially single family homes?

For Condo Statutes you can look here: http://www.ilga.gov/legislation/ilcs/ilcs3.asp?ActID=2200

For Common Interest Community here: http://www.ilga.gov/legislation/ilcs/ilcs4.asp?ActID=3273&ChapterID=62&SeqStart=100000&SeqEnd=1850000

You potentially need to be more clear on what you mean by alterations and additions ... are you discussing amending your CCR’s?
