I live in Westchester Subdivision in Clermont Fl,and i have for the last nine years, but i have not seen so many dogs in this neighbourhood up until now.I love animals but not the thoughtless owners who allow them to use peoples yards as a bathroom and do not clean up after them. What can be done about this?

Elaine, check to see if your County or City has an animal control section - often part of a police department. Complaint to them are usually the best option.

ElaineD: Do your official documents speak to 'Pets must be on a leash, while outside, at all times?. Is the Board not enforcing the restrictions pertaining to pets?

Elaine,
Check out your county web site.
http://www.lakecountyfl.gov/departments/public_safety/animal_services/
According to your county code:
http://www.municode.com/resources/gateway.asp?pid=11115&sid=9
Sec. 4-36. Urinating and defecating.
Every animal owner shall prevent any animal from soiling, defiling, urinating or defecating on any private or public property, other than that of the owner, without expressed or implied consent. The owner of every animal shall be responsible for the removal of any solid excreta deposited by his animal(s) on public walks, recreation areas or private property other than his own.
(Ord. No. 1999-65, ยง 1, 6-1-99)

I fogot to say... Follow Roger's advice. Call the county as I posted above. Your adjoining Orange County has been excellent in helping our neighborhood with this issue. Hope your county is the same.

Our HOA tried newsletter reminders, letters, and phone calls to no avail. What worked was when a badge-wearing county official showed up at the person's door. You have to make a complaint against a specific individual and you may have to get two witnesses to sign the complaint form.
