CC&Rs are bound to the land.
This means when the property is sold everything attached to the land comes with it (the home, outbuildings, easements, taxes, deed restrictions (CC&Rs), liens, etc.)

CC&Rs are attached to the property so whenever the property is sold, the new owner is bound by them. Membership in the HOA is usually mandatory so the new owner would be a member. I hope that answers your question.

No. They remain attached to the deed of the original property. You cannot transfer them to another property.

Just in case that's what you're asking. It is a bit unclear, and I'm not being rude. I think the question has been answered either way.
