How do other HOAs fine owners or the owners of tenants who bring glass into the pool?

I am attempting to answer the comment by Douglas but cannot find it now.. anyway... we do post signs and says no glass but....so what... we have no fines to back it up so why do we have it on the signs? The same goes for dog poop... signs but we cannot catch the people... can catch them but do not know where they live and they know it.
