Depends on your insurance, his insurance, if he's an employee or a contractor, if the lessons are open to the public, who's paying who, etc.

We have a million $ umbrella policy. The instructor would be an independent contractor. Lessons would be limited to residents and paid for by residents. Do you think that the instructor should be required to carry his own insurance?

If he's an independent contractor, yes, he absolutely should carry his own insurance along with his own workman's comp in addition. You should be able to ask the association's insurance agent if such an arrangement would pose any additional risk.
