Does anyone use an outside accountant for treasurer? Our last board didn't keep accurate records and so we are behind in getting statements out. Also the treasurer is not returning calls or emails. This is concerning.

Actually most HOA's will use a Management Company or Accountant depending on the size of the HOA and apathy by members. If your BOD member is not performing their duties ... they why has the BOD not removed them from the position??? Keep in mind the buck starts and stops with the HOA BOD who is the entity ULTIMATELY responsible for the HOA.

Our HOA uses a CPA/Accountant for recording transactions etc. We submit bills by email to a special bill.com address. The accountants turn the bill into a payment, and two officers have to sign off on each payment before it actually occurs. Our Treasurer prepares monthly financial reports from the accounting data in QuickBooks Online, while the CPA prepares an annual report (as required by state law).
