HOA just sent me a violation letter stating I'm in violation of:

"Garbage can in view of street", but it's not my garage can, that's stored in my garage. It's my recycling can that's stored on the side of my house.

Covenants read as follows:

All trash receptacles, wood piles, swimming pool pumps, filters and related equipment
and other similar items shall be located or screened so as to be screened from view of
neighboring streets and property; provided, however, if rubbish, garbage or any other form of
solid waste is to be disposed of by being collected on a regular and recurring bases, containers
may be placed in the open in the evening before a pickup is to be made as necessary to provide
access to Persons making such pickups. Equipment must be stored the same day as collection,
following collection.

Is having the recycling can there a violation, or not?

The recycling does hold solid waste of sorts (newspapers, soda cans, etc.) that is collected on a regular basis, so it could be argued that this rule applies, even though it doesn't say "recycling container."

Can you rearrange things in your garage so both the recycling can and garage can be stored inside? If not, your local hardware or home improvement store may sell privacy screens you can use to conceal the recycling can and you can also order them online. Ask the HOA if that would be ok – if so, get it in writing to prevent any confusion.

Using your citation, the wording of the violation is incorrect but the intent is well read.

The citation should have read: Trash receptacle can not be in view of street.

Here in Vegas, Republic Services are going to a "streamlined" plan for collections. Not only are we going to get one 80 gallon trash can, were are going to have TWO 80 gallon trash cans to store on our property. One can is for refuse and the other is for recycling. Republic is doing away with the bins, which was silly anyway.
The question is where to store 2 80 gallon cans. I don't want to drag them from the backyard to the front once a week, oh yeah, they're going from two collections to one a week.
Where to store the cans and be in compliant, our BOD is actually considering allowing us homeowners to store them on the side of the house besides the garage providing we put up a lattice like skirt to keep the cans behind.. I am not keen on having to store 2 80 gallon cans in my garage, they are wider than 18 inches, which is wider than the gap between the wall and the door. I wish Republic would pay me to store their cans on my property.

At least in Las Vegas there are not as many dumpster diving critters to worry about like we have in CO if trash cans stored outside garage ... the scorpions at least don't knock over the trash cans and make a mess . Main reason here that most keep inside garages. My mom has a second home in Las Vegas, so I will give her a heads up in case does not know yet.

Jeremy ... Yes ... It is considered a "trash receptical" or if want to get technical would fall under "similar items" in the section you noted.
