Each ballot includes two (2) candidates to be voted for. At the annual meeting the votes were counted and announced. For one candidate 27, the other 23 votes. The amount of ballots/envelopes was not considered and not reported.
Question 1: What is the reason for counting votes, if even one vote would be enough to get through?
Question 2: By all logics, the amount of received ballots is 27. Should it be equal to required quorum of Association Members to constitute the majority vote?

Not knowing all the facts, I will put my two cents in.

You could be in an association where you have 200 members and 101 might be required for quorum in order to open the ballots. You may have 74 ballots received marked quorum only with no votes for a candidate. That does happen in HOA's. The ballots and proxies (if allowed) show match the number required for quorum for reporting purpose to prove to the membership that proper quorum was achieved prior to the opening of the ballots.

One reason, Boris, re: #1 that the votes are counted is that your bylaws or state law might require that the votes be tabulated and reported to the members. This is the law in CA.

I don't understand your # 2: Do your bylaws or other documents or state law say what the % of all lots is required to vote make quorum? Ours, for instance, state that for the election of directors, 25% of the eligible voters (lots) are required to make quorum. We have (for ez math) 200 condo units, thus 50 need to submit ballots with votes on them, or ballots where the Owner has checked a box that says "for quorum purposes only."
