Does anyone know if there is a specific length of time (in minutes) a meeting must adjourn if a quorum is not present? This is specifically for an annual meeting, where the provisions are that we may adjourn and reconvene with a smaller number of owners present. There is not length of time specified in the bylaws, and I cannot find anything in the Oregon law that addresses this.

You need to check your governing documents.

We may suspend the meeting to try and achieve a quorum (providing the members at that meeting concur). This may be for an hour or up to a week. However, the quorum requirements stay the same. This simply allows time for everyone to call owners and obtain proxies or encourage them to attend.

We may also adjourn the meeting and, with proper notice requirements, call another meeting for the same purpose which will allow our quorum requirement to be cut in half. Again, proper notice is required. The next meeting is (per our governing docs and notice requirements) within 2 weeks to 60 days.

So - to summarize:

Adjourning/suspending the meeting and calling a new one without written notice to all requires the same quorum requirement.

Adjourning the meeting and calling a new one with written notice to all allows the quorum to be cut in half (based on governing documents).

Reduced Quorum; Limitations. The PCA and OCA provide if any meeting of the association
cannot be organized because of a lack of a quorum, the owners who are present, either in person or
by proxy, may adjourn the meeting from time to time until a quorum is present. The PCA and OCA
further provide for the quorum requirement to be reduced as follows:
(3) Except as provided in subsection (4) of this section, the quorum for a meeting
following a meeting adjourned for lack of a quorum is the greater of:
(a) One-half of the quorum required in the declaration or bylaws; or
(b) The number of persons who are entitled to cast 20 percent of the votes.
(4) A quorum is not reduced under subsection (3) of this section unless:
(a) The meeting is adjourned to a date that is at least 48 hours from the time the original
meeting was called; or
(b) The meeting notice specifies:
(A) That the quorum requirement will be reduced if the meeting cannot be organized
because of a lack of a quorum; and
(B) The reduced quorum requirement.

In my last HOA we were told to reconvene with a 50% Quorum reduction we had to use the same procedure we had to use to notify them on the initial Annual Meeting. In other words, a 30 day written notice.
