I am new at this, was told is a great source of knowledge and support so here it goes. One of our owners was using a parking space without permission, the owner after requesting the car to be removed, was ignored to the point he had to tow the car, to be able to use his own spot.

Now one is parking so close to the line of separation between the two, not allowing the full usage to forward the car properly and the problem is escalating.

Should this be a Board issue or not.? Thank you

Our Board made a rule a couple of year ago that no part of a car, e.g., side view mirror, may hang over the line separating the spaces. It alsove an issue with on our residents being very inconsiderate of his neighbors

It depends. What are the rules of the HOA in reference to parking spots? Do owner's own them? Are they considered "common property"? Private or public space? Does the HOA have a towing policy? If not, can it put one into place?

This is most likely going to turn into a neighbor vs neighbor fight. The HOA should NOT get involved with that. Call the police to handle what is breaking the law. However, if the HOA does have some responsibilities/involvement with the parking situation itself, best to review your options to enforce or not.

In our HOA the parking spaces in underground garage levels are exclusive use common area and are deeded to owners. As exclusive use common area, the board has made a few rule, e.g., the one cite above. We also loosened an original real which a stated that nothing except an automobile may be kept in the spaces. The exception now is a personal shopping cart.

Sounds like it is becoming a civil, harassment issue. Did you go to your local police and file a simple report? Perhaps
spending a little bit of money for a lawyer to write a strongly worded letter to the offending declarant to cease and desist their actions.
