I am Vice of a hoa president and three board we have a exofico so we have 4 board left can the exficio vote .

My gut says no. However, how many directors do your documents say the board should have?
Do your Bylaws specify anything about ex-officio directors?

Keep in mind that Officers and Directors are two different jobs. It can become confusing when (like most associations) the individuals who are elected directors are also appointed to serve as Officers.

Only those Directors who were elected to serve (or appointed to fill a vacancy) vote at board meetings.

From an attorney's newsletter:

The term “ex officio” has nothing to do with voting rights. Ex officio directors can be voting or non-voting; therefore, it’s important to clarify in the bylaws whether ex officio board members have voting rights.
