At our birdbath of a pool we have several regular people that attend. They bring their kids up there for the day. Pool alcohol rules are very tough to evenly enforce without a full-time attendant. Easy-to-read pool rules are about the best you'll do w/ those being "insurance friendly." People who willfully read the sign at the entrance and ignore it practically opt-out of any legal excuse they were uninformed they could get drunk and fall in the pool.
We are a strict as we can be about glass bottles, though. When those bottles break, it causes a cleanup situation and a potential pool shutdown, which is a cash cost.
