I'm not finding much on security cameras. I'm talking about cameras that homeowners want to install (hardwire). Our governing documents don't address this at all. Has anyone dealt with issue?

Only thing I found is that boards can preclude installation if the cameras are installed on siding, decks, etc. in the common area.

What type building/structure are you talking about?

Are these detached homes, condo apartments, townhouses?

We have a detached home, the house and land is ours. We use Frontpoint and have a total of 7 cameras around the property.
I believe all, or at least most, of the homeowners in my HOA have cameras and some kind of security system installed.

These are condos and the siding, decks, roofs are considered common area.

We're in condos too and all of our exteriors are common area, where owners may install nothing. Or exclusive use common areas where Owners MIGHT be able to install something with Arch. committee or Board approval. Our Board never would permit cameras installed in these areas (balconies, patios, decks) as we simply don't allow any wall/ceiling penetration.

I believe your CC&Rs or Achitectural Guidelines or both will say something about this topic, Kris.

PitA - so you're saying use wireless cameras and install with the tape? That tape is not very nice looking. :-(

Depends on Kris' docs. Our rules & regs, for instance specify only outdoor furniture in good condition, free standing heat lamps, plant pots with reservoirs, electric grills, and satellite dishes not to exceed whatever inches, which must be mounted on tripods.

Our typical balcony is about 13 X 7-8.

Our governing documents basically states that if you mess up the exterior siding, etc. you are obligated to pay for repair. Another section states not to attach to exterior siding and decks. It's pretty specific. I think we will need to go with that. Thank you, Kerry.

Sounds like ours, too, Kris: attach nothing. IF someone did, we'd call them to hearing and order whatever taken down. The Owner would pay for any dmanges.
