This is a hot button issue, I live in a gated HOA. The streets are private and maintained by the HOA.
The CC&R's clearly prohibit on street parking, but because of the original developer asking for and granted
almost a zero frontage, many homes don't have full driveways causing them to park in the street because the owner
choses to use their garage as a storage space, also prohibited in the HOA.

I have been down this road too many times with my HOA, and there is literally nothing being done to remedy this situation.

I really could use some advice on what I can do to take this to the next level. I really don't care if people park in the street; all I ask
is that people don't park in front of my driveway either partly or entirely blocking it. I pay my mortgage and I have an exclusive right
to enter and exit my property as I see fit. I should not have to park my car elsewhere leaving it exposed to being vandalized or burglarized because
someone else's car is prohibiting me from entering my property.

The icing on the cake occurred this past Saturday, another homeowner was hosting a large party, nearly 15 or more cars
were monopolizing all the on street parking even preventing my neighbors from parking in front of their homes.
Long story short the homeowner was located and kindly asked if that was his guest car if they would please move it forward.
The Homeowners guest a short time later rang my doorbell hurling racial slurs at me
I believe that my HOA has not addressed this issue, I am tired of the banter that the owner of the offending vehicle is not obligated to
move their car and even if their security places a towing notice on the car, they are limited by state and county law when it comes
to towing cars.

I could use any advice possible

You are unhappy where you live.

Here are your options:

1. move

2. bring appropriate action through the court system against the contract violators

3. elect new directors who will comply with/enforce the covenant

4. learn to live with the issue

after you complete one of the above options: be silent, you chose your location

In most jurisdictions individual owners are empowered to enforce the CCRs if the association is unwilling or unable to do so.

If they are blocking your driveway, call the cops.
It won't matter if it's private or public property.

The cops have the authority to have the vehicle towed, ticketed or both.
