We have a few folks who go over the speed limit of 25 posted at the entrances of our neighborhood. We are trying to find effective ways to deal with this without it being costly. Can anyone give legal ideas of what has worked in their HOA areas?

Traffic Calming methods can do wonders. However, they can be expensive to put in (changing the road design) for established neighborhoods or cause membership rift if you use speed bumps, speed humps or rumble strips and other concerns if snow removal is a concern.

If the streets are public, you can request that a police officer set up a speed trap.
If the streets are public, you can lobby for a special district status that adds to the cost of any speeding tickets ($200 additional fine has been common in our area).

If the streets are private, you could hire a security company to identify the speeders but would have to utilize your current enforcement policies to address violations.

I am a big fan of chicanes. A chicane is any device that causes a vehicle to slow down to avoid obstacles in the road.

The least expensive chicane I know of is one installed by the City of Phoenix. It consists of nothing more than a bunch of T-posts with reflectors pounded into the pavement. When you approach this chicane, you must jog first to the left and then back to the right. If a driver goes too fast he will damage his own car as he runs into the T-posts. You could create the same effect with large potted plants; it is not necessary to take up pavement or pour new curbs.

Round-abouts seem to be the rage today for traffic calming. This is great for intersections but does require a lot of work to implement.

Speed bumps should be avoided as they punish everyone, not just the speeders. There are a number of well-known retailers in my area that I will not patronize due to their excessive speed bumps. Needless to say, I would not purchase a home in a development that utilizes speed bumps. Install speed bumps and watch your home's value plummet to zero.

Somebody once said by changing the speed limit on a sigh to a strange number like 23 will draw people's attention to it and some will slow down
