I know that IRS Form 1120H is required to be filed each year, but for those of you in Oklahoma, is there any annual state filing/tax return required? This is for a neighborhood HOA (28 homes)

Expecting that your Association is incorporated (most Associations are but check to be sure), per an internet search and the Oklahoma Tax Commission website, you should file form OK Form 512.

Additionally, if the Association paid $600 or more to an attorney or individual, i.e. independent contractor (not companies providing services), the Association needs to file forms 1099-misc. These forms and software are available from most office supply stores. However, they tend to go quickly in our area, so purchase them once you know you need them. 1099-misc must be filed by January 31.
