While working on some things related to my job, I came across an announcement by the US Justice Department and HUD on state and local government responsibilities under the Fair Housing Act when it comes to zoning and land use laws. According to the article I read "the guidance is an update to a similar document first released in 1999. While it touches on housing discrimination broadly, more than half of the questions addressed focus specifically on the rights of people with disabilities."

Even thought this is talking about state and local governments, some of the information could be helpful for those of you who have had FHA type situations in your HOAs, so I hope this is useful in some way.
