It appears that our HOA has been inactive for years. We have bylaws but are in bad standing with secretary of state.... where do we start?

Contact the State for a paperwork package to become good standing (typically requires filing past reports and paying a fee OR reincorporating).

With the STATE, you might have to file current and past Annual Reports and pay a small fine to get back on the books as a corporation in your state.
