We have a current board member on our HOA board that is having his wife go around and solicit proxies for an upcoming board election. Is that allowed? I live in GA. I might also add that this same board member openly breaks the Bylaws and convents

Yes it is allowed. Remember one thing about proxies. The latest one is the one that counts.
As an example, I sign a proxy on say Sept 23, 2016 that says A. I then sign one on Sept 24, 2016 that says B. The Sept. 24 is the one that should be used/counted.

Beat them at their own game. Collect/submit later dated proxies.

Right, along with collecting your own proxies, campaign against the violator. Write honest, brief letters to send. make sure you mention that later proxies trump earlier dated ones.
