Hello

we have a 3 month pool season, and very limited use.

we have to do a pool railing repair, and some information on the web seems to say the railings need to be grounded?
grounded at the anchors?

I don't think our are grounded.

what makes them need to be grounded vs. un-grounded

our on-site Pm says there is NO electrical grid in the cement walkway, so how does one ground railing
without a huge expense

They probably need to be grounded to earth, not to the electrical grid. It could be as simple as a ground rod pounded into the ground with a wire attaching to the railing. If the railings are contiguous, that might be enough. If they are separate sections separated by non-metal posts, then each segment would need to be grounded. In any case, I would suggest having it done by a licensed contractor with knowledge of the requirement and how to implement it.

You can ground it to earth ground by attaching a rated wire and putting in a metal bar atleast 36 inches into the ground... However, I would pay an electrician to come out and give a quote. It's not that expensive to do but best to have professional service to do it.

Not sure why this needs to be grounded. However, if it's for safety I would do it. How you going to explain a child's death? Oh it was going to cost us 200 dollars to take the appropriate action to prevent an accident... Really?

Do a google search on "does pool railing have to be grounded?". You will find that metal must, but there are alternatives.
