To answer your first question, none. I live in Prince William County and if you do not display current tags and inspection stickers, you can be towed.
To answer your second question, anyone can call to have a auto towed from a reserved parking spot. The Reserved Parking Spot Owners, have just as much right to have the car towed, as anyone else. It is no different then someone that comes home, and finds a car in their driveway, that they do not own.
To answer the question you asked in your post, this will depend on your CCRs. We are assigned 3 parking mirror hanging tags. One for our "Reserved" spot which is numbered, one for any spot marked "resident" and one for visitors, for any spot marked "Visitors". If the Unit Owners have a third auto, then they can use any visitors spot to park, BUT, they forfeit their right to have a guest use the same tag. We have ample parking and very seldom have an issue, as the one you are asking about.
Some HOAs that DO NOT have ample parking will play the rotation of autos game. IE:, as the owner of the assigned parking spot, I will park in the visitors spot, so when Joe comes over, he can park in my spot. When you have assigned parking tags or stickers, this game is eliminated.
