Hi, does replacing a roof, with same color, considered a modification? Or maintenance?

With what you have stated, I am assuming you are talking about a Shingled Roof, since color is involved, with nothing being changed, I would consider it "Maintenance". If you go from a three tab shingle to cedar shakes or tile, then it may fall under "Modification".

It just really depends on how picky, someone translates the word "shingle". Is a shingle called by any other name, still a shingle? If it keeps the rain from coming through then yes. But then again, I ain't that picky.

I agree with Dana, it would be considered maintenance (expecting the shingle type to be the same)

However, some Associations are picky and your question should be directed to your Association.

Replacing a roof is always maintenance. However, I believe what you are really wanting to know is whether or not Architectural Committee approval is required to replace a roof. The answer to that questions is "it depends on your Declaration of CC&Rs, plus the roofing materials you want to use."
